this is the problem area for EVERY woman whether she be at the gym just to get healthy or for body building competitions. lower abs respond best to perfect nutrition which is hard to accomplish and one has to be quite dedicated. the best exercises for targeting that area are:
crunch (make sure you are lifting your shoulders up off the ground as far as you possibly can
frog crunch
bicycle crunch
heel press
hanging leg raise
reverse crunch
do these (8-12 reps each) and go through the list once, then repeat...this is called circuit training which abs respond well to.

I heard/study someplace that any tummy exercises impression the full belly area. possibly this is purely taking particularly longer for them to tone. The leg raising exercising that Dee Cee is conversing approximately works great.

i used to walk about 4 times a week, for at least 45 minutes, usually an hour. believe it or not, this really tones the tummy, along with your legs and rear end.
and i really looked forward to it, too... these days, i have a leg issue and can't do it anymore.. hopefully one of these days i will be back at it!
you can also do a web search on TUMMY EXERCISES, EXERCISES TO FLATTEN STOMACH, for more info.. i'm sure there are a lot of free resources and info on line.

I have had success with a low level of Pilate's and a core building exercises, sit ups, pelvic lifts, individual leg and hip raising and stretching. I also play tennis four times a week which really gets major body work out. Good luck!
