I was a girl scout from grades K-8. It was a great time and a wonderful bonding experience. We often did a lot of projects and such with the Boy Scouts too, including camping at the Boy Scout camp (since there really was no Girl Scout camp where I was growing up).
I don't even know if the Boy Scouts would allow her to join since there is a Brownie troop in the same area. So just go with the Brownies.

Unless things have changed recently (in the last few years), it's not her (or your) choice. Cub Scouts are part of BSA (Boy Scouts of America) and is only for boys.
Same goes for Brownies (Girl Scouts) and girls.

Cubs will be better.
Brownies is too girly!
My son is in Cubs and there's a couple of girls in his group - they don't get treated any differently and the boys accept them no questions asked.

I was under the impression that Cub Scouts was for male members and Browine Scouts for exclusively female members. Please don't tell me that this, too, has fallen victim to political correctness/equal opportunity/no gender discrimination.... BS!!!!

It shouldn't really be about what you want. Let her choose which group to join.
