Blood type "O" without a positive/negative designation is normally identified as positive, the universal donor. It is not possible for human blood to be without the rhesus factor.

O- means the Rhesus facor is missing and the individual can donate blood to anyone.
O+ means the rhesus factor is present and the individual can donate to + only.

There are many blood systems, and the ABO system has only ABO.
While uncommon, sometimes a blood test is done JUST for ABO type.
If your result was only ABO, you probably didn't have the +/- test done.
The most common types of tests done are ABO, Rhesus (that's the + or -), MNS and Lewis type. The MNS, Lewis and other blood types tend to not matter in transfusions, but they matter in transfusions for certain proceedures.
