Forget the scare mongering from the other contributors. It could be either of two reasons; your own energies within the room, if your emotions are fraught then the energy can create movement of objects. When people complain about paranormal activity it is there own thoughts and energy that creates the movement, this can be seen with so called poltergeist activity.
The second reason it may be a loved one that has passed over to spirit making their presence known to you. It will be their way of saying Hi. Acknowledge the movement and continue with your normal routine. Nothing to be concerned about. If it is Spirit energy and you feel uncomfortable all you need to do is ask them to leave, they are obliged too.

It is a ghosty. Boo!
It could be moving due to many things, vibrations in floor etc. It does not always have to be draught.
Move the chair to a different room or on carpet (or off carpet) and see if that helps.

It has to be demons.
It cannot be dead people because this is what the Bible says;
