It will probably be a little cool for anything with short sleeves, but probably not so cold that you'll need a wool coat. You'll probably be fine with long-sleeved shirts and a sweater -- our word for what you call a jumper (here, a jumper refers to a kind of dress-like thing mostly worn by girls younger then about ten, most visibly as part of a school uniform).
As for how heavy a sweater to bring, you should be fine with a lighter-weight one and maybe a denim jacket. It would be a good idea to bring a heavier one, too, just in case Murphy's Law decides to kick in.
Of course, the whole dress-in-layers thing someone mentioned above is a good idea. Indoor temperatures can also vary a lot this time of year.

I'm across from the Empire Building right now.
It's not too cold, but a few warm sweaters are good. The key: LAYERS.
Jeans, Tees, Camis, Sweats, and light sweaters or jackets are good. Pack a hat, scarf and gloves in case, too.

New York City is probably the most sphisticated place in the U.S.
Take good, smart clothes and you'll be waved through to the Rainbow Room, the Old King Cole Bar and the best tables in the steakhouses.
Wear t-shirts and denim and you'll just look like a tramp, beggar or common tourist.
You'll be comfortably warm in proper clothes too. And you'll get a better welcome from the New Yorkers who love the British.

It's chilly in October, but not so bad that you need a heavy coat. I would bring sweatshirts and lots of jackets, like denim ones. If you are staying a long time, like into Novemeber, then I would back a winter coat.
