I know Eisenhower was involved in the Far East . That policy came from Truman and Korea!

If you are talking about Afghanistan, it was Reagan and his buddy Osama bin Laden!

I am not sure of the right answer. But I'll make an intelligent and logical guess. In most probability it was Nixon. It was during his presidency that the greatest turmoil in the Middle-East was happening (1973 Yom Kippur War). At that period, the Soviets were supplying jet-fighters, surface-to-air missiles, and other weapons to Egypt, Syria, and Jordan (Israel's adversaries during that war). It was also at this period when Saudi Arabia imposed a crippling oil-embargo on the US (for its support of Israel), that sent fuel and oil prices double the cost in just a few days (thereby triggering massive oil-rationing in the US). It was also during the same period when all of the Arab oil-producing nations decided to organize a cartel (which later became the OPEC), in order to control the arab oil-output and pricing in the world market.
