It's kind of a combination of the two. For instance, fast food restaraunts are staying open later and later these days. Taco Bell open till 1am with their "fourth meal" gimmic and some McDonald's drive thrus are open 24/7. This only encourages latenight eating, and then when people go right to sleep or are very inactive after eating these foods regularly, the pounds really start to pile on. Latenight cravings are pretty tough to overcome, but if people could...it would significantly decrease obesity.
Another thing is indeed the lack of exercise. Computers and new inventions are making things more and more convenient for others, also making them less active. Really...the amount of food you eat in a day doesn't make a difference, but it all depends on the amount of activity a person performs in a day. For instance...someone who has a job or spends a lot of time in a chair behind a computer should eat less than a person who is on their feet for the majority of the day.
Stress is also a factor for some people's weight gain. Some people will eat more when they are stressed as a way to forget whatever they're stressing over.
Me personally...I eat like a pig all the time. Even though I'm an 18 year old girl and weigh about 125lbs...but that is because I stay active all the time. I have two jobs, both on my feet, I go to the gym and to the arcade to play Dance Dance Revolution (anyone looking for a fun way to lose weight should look into this game. Message me if you want more info, it's GREAT!), and I also horseback ride. I will admit that occassionally I, too eat late at night, but I always make sure that the next day I stop by the gym and run on the treadmill for about 20 minutes, that usually works off the carbs from the latenight meal before it turns to fat.

Yes, I have noticed also that there are many over weight women ( and men) in the United States. Alot of people are too busy to get their exercise in. I have been in a job where I sit there in a chair for 8 hours only to get up to go to the bathroom or get something to eat. I have gained weight because all I do is sit there and eat. (thats what I do when I am bored). I have gained 10-15 pounds because of it and I was in shape before I was sent for this job. So, to answer your question, Yes, people eat but do nothing to keep weight off.

People are getting fat all over the world. It use to be that people had to physically work for a living and now they just sit around and eat junk food.

I have heard that cosmetics have chemicals in them that trigger estrogen production, or mimic the effects of estrogen. Apparently, high estrogen levels trigger fat storage. Men are also less inclined to wear tight clothes, making you less likely to notice their belly. That said, I think fat women should wear less revealing clothing. If you're fat, don't wear tight clothing that exposes your fat ***. Learn some modesty.
