Peoples hearts and attitudes have to change, you can only change yours.

But you can do some things to protect yourself.
Locking doors, not being out at night alone. keeping sober is a big one too.

That's pretty easy, seeing as most crime comes from impoverished areas and areas with high drop outs. Like gang and drug areas I would say education and hope of getting a good job in those areas would reduce crime with more arrests on the street and better prosecution to get rid of the crime already there to make way for the next generation that wouldn't be influenced by that crime. Even in big drug cartels or the mob it still boils down to the fact that most of them are morons and don't know how to make money normally.
