Taxes have been around for thousands of years. The need of government to raise funds to provide whatever services they provide for the citizenry lead to the need for taxes. The ancient Egyptians paid taxes over 5,000 years ago.

The government is responsible for creating taxes. Each country taxes different things for different reasons, but all that tax money goes to the government. When the government wants to pay for something, everyone uses such as roads, law enforcement or schools, they will tax you.
