Suggest, because picture is singular. However, if you said the pictures, with an s, then it would be suggest because the subject is plural. Make sense?

You write "The picture suggests" because picture is an "it." Only "he," "she," and "it" take that strange "plural." "I," "you," "we," and "they" would be "suggest," a strange "singular" because all except "I" are plural! If you think grammar is weird, ask your science teacher about quantum (subatomic) physics.
