Originally I was taught that The Lord’s voice was our first though. The logic was that God is faster than the devil. This logic, however, excluded the existence of the flesh. I believe that this teaching was erroneous, and hindered my walk with the Lord. It was also very confusing. Sometimes my first thought was “Kill them all!”
In I Kings 19:11-12 The Lord’s voice was not the first voice, but the fourth. The first thing that we need to remember is that the flesh screams anger and revenge and selfishness. The voice of the Lord will be merciful and giving and gentle.
Yes, it's learned. We need to learn which voice is his before we can follow after him.

I don't think it's an "art" per-se...you do have to learn to yield and acknowledge the leading of the Holy Spirit.
It's not something that we are accustomed to because human nature always wants to be in charge.
As our spiritual lives become more developed, and our knowledge of the word increases, we slowly learn to be more sensitive to his leading. It is something you must desire as a believer and pray for .

It's not an art. The Holy Spirit indwells you, and He leads you. If you are in submission to God, He will lead you.

"a learned", to some extend yes although we learn it by practice not by reading and listen , we have to practice to atune the present of the spirit
It's an art ? yes too; because it is beyond ratio/ beyond logic but exist in reality. And it's easier if you have spiritual talent.
That's my opinion, thru watching + experience.
