I understand the word "Magic" to mean "the ability of any entity to manipulate and control aspects of the physical world, including animals, people, and the laws of nature, without applications of technology, physics, or chemistry".
Using this crude definition of "magic", we could then classify any miraculous work as "magical", including the suspension of natural laws (weather/astrological phenomenon), non-medical healings, re-vivification of corpses, walking on water, and multiplication of objects (usually food). Obviously, we have records of God doing such things, as well as people in His service doing similiar things (they gave the credit for the deed to God). We also have records of angelic beings doing such things. There may be records of demons and demon-worshippers doing "miracles", but I wouldn't know of any.
Ultimately, the power to do such things comes from a spiritual source; some level of intelligence that is not bounded by natural law (gravity, time, etc.). If we can accept the existence of God, and the existence of Angels and Demons, then accepting their ability to affect our "natural" world is not so big a stretch. All life and power comes from God, after all. It isn't so much WHO is using the power to manipulate the universe, it is WHO THEY ARE DOING IT FOR that counts. Nothing is evil in and of itself. Evil is a definition of usage, not form.
