I used to and still spend $40 a week on groceries. The main things I get are soy milk, vegetables, fruit, wheat free bread, eggs..so it depends what you eat. I also get rice because its healthy, and cook up my dinners instead of getting any microwave meals which cost heaps.

Frozen veggies are cheaper than fresh veggies. Cut down on the amount of meat and you are eating (3 oz servings of chicken, beef, or fish once per day). Dairy milk and yogurt is cheaper than soy. Use beans to substitute for meat... vegetarian chili is cheaper than the meat version and healthy. Hummus, if you make your own, is cheap and healthy.The tahini (for the hummus) is expensive, but a bottle will last a long time. Falafel is also cheap and relatively healthy, but it is fried. Daal (Indian lentils prepared w/ tomatoes and spinach) and rice is a good low-cost meal and you can make a ton of it, and have it for the rest of the week.
Whole wheat pasta is only marginally more expensive than "white" pasta and contains more fiber and nutrients. Add a handful of chickpeas to the pasta sauce and some frozen veggies and you've got a nutritious, healthy, and very filling meal.
Buy fruits that are on sale, generally, the cheapest fruits are bananas, apples and grapes, all good choices. Look for sales on other types of fruits or buy frozen and make smoothies 2-3 times a week or add the thawed frozen fruit to oatmeal for added variety.
If you are going to hit up Whole Foods/Wild Oats, look for their bulk bins. While these stores are expensive, I have found that their bulk foods are quite reasonable ($1.50 per pound for chickpeas, $1.25 per pound for long-grain rice).

Im on the same budget,I get food stamps and trying to eat healthy as well.With $40 a week,you can get lots of healthy stuff like fresh fruits and vegetables,yogurt,beans,eggs,you konw healthy stuff.I go to sparkpeople.com you should sign up.alot of people are on there to support each other in the forums and they got articles too,you should check it out

buy chicken breasts in bulk and put them in freezer - take out as many as you need each day and cook them
old fashioned oatmeal is the best breakfast ever - you can add anything you want - egg whites, honey, nuts, fruit etc.
seasonal fruit and veggies are the cheapest ones but if they are still expensive where you live you can also get frozen ones
whole wheat bread, yogurts, milk, whole wheat pasta, peanut butter, cottage cheese, nuts and dried fruit (you can make your own trail mix packs and that can be at least one small meal on the go every day)
