Don't number manually, use the bulleting button and choose the number option.

Highlight the numbered list, and select Format -> Bullets and Numbering. On this screen, click the Customize button. From the Number Style Dropdown, select the format that uses leading zeroes. This will force your list to have 01, 02, 03, etc. Then when it gets to 10, there will be the same number of digits.

Best of luck to you!

Regards,
Martin

I don't know the specific problem, so I don't have a specific answer. But I have written an article on the subject, and the easiest way to fix the issue. It's here:

Use the format painter!
