how much would it cost to customize a cake. for instance if i wanted a regular/simple cake with a semi-complex fondant design in the middle[as complex as a brain] sounds weird but i need to customize one for an important project

Ask at grocery stores where you like the decorated cakes. I'm sure that any true artist would love a challenge.
Also, if there is a community college that teaches bakery skills, ask the teacher if they could.

Check with your local supermarket. Sometimes they have skilled bakers who would be willing to try different things.
