1] don't lick your lips
2] use Blistex or Burt's Bees - works better
3] exfoliate your lips gently with an old toothbrush
4] apply vaseline to lips at night
Drink at least 1/2 gallon of water a day!

if you lick your lips a lot, stop doing it, then thats is what is making them chapped. keep using chapstick, but stop licking your lips!

try the c.o. bigelow lip moisturizers from bath and body works. the one i have is cinnamint and what it does is, it gives your lips a nice, minty tingly feeling when you apply it, it keeps your lips moisterized for many hours, and it has a really nice shine that makes it look like you put on a clear gloss :]

Use Carmex. its amazing and it makes your lips look a little pouty. I use it even though they aren't chapped.

dry lips usually means u are dehydrated drink more water and maybe chew gum to keep the juices flowing.

don't use chapstick. it just pulls the moisture out of your lips.
nothing with petroleum. Burt's bees should work
