Are all four star hotels crap?

The last two times I have stayed in 4 star hotels they were unclean, nothing special and the service was terrible. The last time reception let us go up to our room which had not even been cleaned since the last guests left? Was I wrong in thinking it would be safe to book 4 star accommodation thinking it would definitely be clean and nice?

No you weren't; I'd expect better from a 2-star hotel. Of course, in some parts of the world you need to go up a level to get an equivalent experience, but dirty should not happen at a 4-star hotel anywhere.
