A "teacup" pup is either the runt or the litter or has been specifically bred down by inbreeding. They have many health problems in their life. Their life span is even shorter. Some of these puppies even though sold as "teacup" actually grow to be the standard size of the breed.
Don't be fooled into buying a "teacup" pup. Any breeder selling you a teacup is a scam artist and one bad breeder. If you want a small dog check with shelters, rescues or breeders. Don't be afraid to ask questions about the dog in question you wish to purchase or adopt.
Free is pretty much out of the question.
You say you don't care what breed? I think you had better be doing research. Each breed is different and have different needs. I think you need to put more thought into this before getting a dog.

I've received the excellent stud for your canine - Are you ready?! He is a purple Teacup Chidorkiedoodlepoo. He's Purebread APRI and CKC registered and he is flawlessly healthy (The Vet said so! He just had his annual checkup and photographs!). He doesn't have the Schmalti you are looking for, however not only is he a doodle, he is a POO! I'd believe with the probability of extra pink TEACUPS, they'd be invaluable and we could make a fortune!!! We might as a minimum get 50K to 100K PER dog and we will breed the 2 each 6 MONTHS!!! Perhaps Paris Hilton would even need one, then every body would!!! And OMG, I simply suggestion of this...WE would sell MATCHING red purses!!! I am tellin' ya, the possibilities are unending with this pair!

Some suggestions since you are looking for a dog on the cheap...
1) DON'T GET ONE!!! Responsible owners don't look to cut corners. The fact that you want a free dog troubles me. How else will you cut corners? Not take it to the vet? Feed it crap dog food?
2) Go to an animal shelter. Most shelters have tons of dogs (albeit they tend to be larger breeds and/or mixed breeds) that can be adopted (and they are already spayed/neutered) for $100 or less.
3) DON'T GET A TEACUP ANYTHING! "Teacups" of any breed have been bred unnaturally small and over time they develop a lot of problems like crowding of their teeth, sometimes their internal organs don't even develop properly.
Please think twoce or three times about becoming a dog owner. They are animals that need lifeong care... not toys or fashion accessories that you can put away when you become tired of them.

Wow a Free TeaCup puppy... I'll see what I can find.. Do you also want me to look for somewhere that gives out free dog food.. And Vets that perform health care for free.. Maybe a Trainer that will train your dog for free.. How about a store that gives away free toys for your dog.. While I am at, I'll look to see if I can find a place that gives away crates for free.. You'll need a crate too.. maybe some a stainless water / food bowls.. What else would you like for Free??? I'll see what I can do for you..

There is no such thing as a "teacup" dog of any breed. I'm sorry but it's just a gimmick for unethical breeders to get more money out of their runt puppies.

No such thing, just hype by lying breeders.
If you can't afford to pay even an adoption fee for a dog from a rescue or a shelter, you really shouldn't get a dog until you have more money.
Dogs need good food, flea preventative, hearworm preventative monthly, vetting, etc. = all of which costs money.

When you go to the AKC website and find the word 'teacup' anywhere (other then on the store page where they are selling porcelain) then I will tell you where to find one.
Oops- sorry Mel- you'd better hurry up and email the chihuahua club of america and tell them that teacups do exist. The flat out state on their website there is no such thing...

You'd better go tell them the truth...

Sorry I can't help you.
Beware of free dogs they could possibly have health condtions, temperament issues, or not be well cared for. Not all of them have these issues but, beware.

I really hope you're a troll trying to bait us.
Because otherwise I imagine I could write down what you know about dogs on a postage stamp and still have room for my favorite chili recipe.
