can you donate plasma while you have a cold?

Just wondering cause I have a head cold with a stuffed up nose

Probably not. Donation centers require that you are symptom free of any illness at the time you donate. They definitely will not let you donate if you have a fever. This is not only for the safety of the recipient but also for your safety.
