If you are going through your high school, it would depend on their own rules. If you are doing it privately, than you can take it as soon as you are elgible to get a permit. The private companies tend to be expensive I believe you need to be 15.5 years old to get a permit.
To get a permit, you'll need to show identification. You can use your birth certificate and bank statement. You'll have to pass a simple written exam. The issue has to do with getting the license. The rules are going to change starting January. The new rules is that you have to hold your permit for 9 months, drive 6 hours with an instructor, and I believe 50 hours with a licensed driver older than 21 who has had his/her license for more than a year.
Without driver's ed, you cannot get your license until you are 18.

As a junior now. I took it when i was a freshman. I would ask your counselor and/or drivers ed teacher but I'm almost positive you can.
