This is just another way to disassociate water into hydrogen and oxygen and then burn the hydrogen. It may be more efficient than electrolysis or steam reforming of hydrocarbons, but the second law of thermodynamics mandates that the required energy input will be greater than the energy released when the hydrogen is burned.

I'm somewhat skeptical that this will be a wonder energy source. When the hydrogen is released from the water it is then "burnt" (essentially recombining it with oxygen to get water again). I'm guessing that the energy imparted from the radio waves needs to exceed the energy from the resulting combustion, since you start with water and end with water (and it's doubtful that the water gets colder during the process).
