On answer almost gave an *fully* informative reply. Unfortunately, that person was inaccurate.
As you can see from reading these answers, there *are* verses in the bible that suggest that "scripture" is inspired by God. Unfortunately, none of these verses specify what qualifies as "scripture". We can, for example, make an educated guess that Paul's letters pre-date Revelation, and possibly several other New Testament books as well. So, to what was Paul referring? We can get a *hint* from the contents of the Dead Sea Scrolls (nearly every text that has ever been included in an Old Testament), but we cannot be certain.
Probably the best answer was from those who quoted others, such as "my pastor" or "the Roman Catholic Church". At least they actually know why they believe that the bible is the scripture of which Paul was speaking.
Personally, I have read several bible versions and researched (not as a professional) the inclusion of the books of the bible. I have also read many of the so-called "pseudepigrapha". I believe that the books chosen by the Roman Catholic Church (RCC) are, with only 2 exceptions, correct. These do not appear to contain any (historical or logical) error.
The first exception is 2 Maccabees. There is a *possible* error here. I have not researched it sufficiently to be able to say "there is without doubt an error here", but it *seems* to me as if there is.
The 2nd exception is the book of Esdras, which is excluded from the RC canon. Jesus quotes from this book, and it seems to be only an edited and translated version of Ezra and Nehemiah (combined). I believe that this book was mistakenly omitted from the RC canon.

I think the intent of that kind of statement is that if we follow the example of Christ we would be "born again", which I believe was meant as reincarnation. I don't know as it does say that it was inspired as God. In fact, I believe no matter how the Bible is analyzed, it is flawed. Strictly discussing only the New Testament, it was written two centuries after Christ was murdered. which was long before translators made the Bible readable for the masses. They had complete discretion over content. Before being released to the masses If a story wasn’t complete, multiple stories were woven together to form one book. Pieces were moved around and put together like a puzzle. When a turn of a phrase disagreed with the King’s Church, it was removed in its entirety. We now know that multiple scrolls of material, intended to be included as part of the Bible, were carefully hidden instead. This was necessary to avoid destruction of both the authors, and the information. We are aware of this as scripted Codices, have slowly been discovered. They’ve been carbon dated and authenticated by experts to prove they were written at approximately the same time the Bible. Numerous experts believe these writings were intended to be part of the original Bible. However, it is also true to say that these compositions are still the cause of great debate. Before the Bible was let loose to commoners, these powerful people had just simply raped it. When one controls the religion of a people, they then control those people. This is why it was so important to make sure the Bible only told the stories approved of by the King and his Church. It also explains the hiding of certain texts. If anything written even smacks of freedom for the common man, it must be destroyed. For if it was found that the King was not god, the King could loose his ability to control his kingdom. As the translators were loyal to the King, the Bible was edited very carefully indeed. Speaking only of the New Testament, the Bible remains one of the very best set of life instructions known to man. There is only one, most important law. It is: To love the Lord, your God, with all your heart, with all your soul, and with all your might, and to love thy neighbor as you love yourself. If this Law is followed to the letter, it isn’t possible to break even one of the old Ten Commandments. When Jesus was born, all prophecies from the Old Testament were fulfilled. The Old Testament passed away with the first coming of the Christ. The Ten Commandments were no longer relevant. According the Christ the only Commandment needed in order to not sin is: To love the Lord your God with all your heart, with all your soul and with all your might, and to love your neighbor as you love yourself. This is how we can live more abundantly, which is as God wants us to live.

If you are not saved then the Bible will not come alive to you, it cannot speak to you and reveal its deeper meanings, but you can be saved today, Jesus said in John 3:3,ye must be born again, born again spiritually, just say this pray believing in Jesus and you will be saved, Dear Jesus, I know and confess that I am sinner in need of salvation. I believe you died on a cross at calvery and arose from the grave to wash away my sins, I ask you right now to come into my heart and save me, I pray this Prayer believing in the name of Jesus Amen. 1 Timothy claims that all scripture is inspired by God... Problem is, at that time, "scripture" was only the Torah. None of the New Test was written at that time, nor relied upon as any sort of guide to God or even Jesus. Another point is that 1 Timothy is actually Paul... not Jesus nor any prophet. Another point - NOWHERE is there a list of what is actually considered scripture (as the only thing that comes close is to rely on the Jews for this and they claim the only thing that comes from God himself is the Torah - everything else is commentary). What we have as "scripture" today was voted on by man.... I would think if it were truly Inspired by any God, mankind wouldn't need to vote on it.

The Bible is the inspired Word of God. Scripture reference is found in 2nd Timothy 3:16: "All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness."
Now, let me instruct you here. The versions that are out there i.e. King James, NIV, etc. are translations of the original Word of God. In the original Hebrew and Greek texts there were no chapters and verses. Those have been added for easier reference.
Secondly, I said these were translations, meaning that some have added words or phrases to make it grammatically correct.

This is the Church's teaching on the matter after twenty centuries of Christian discernment.
Biblical inerrancy, then, is the Bible's privilege of never teaching error. Does this mean that every statement in the Bible is divine teaching? Of course not. The Bible does not always teach. There are many statements in its various books that are there for historical, geographical, poetic or other reasons. However, whenever a biblical author intends to teach us something, then the Holy Spirit intends that too. Everything that the Bible teaches is without error, but everything in the Bible is not meant as teaching. Each author was left free by the Lord to express himself according to the ideas of his own day. It is the revelation contained in the Scriptures that is important.

Jesus said man shall not live on bread alone, but on every word that proceeds from the mouth of God. He also qualified this saying, "Everything must be fulfilled that is written about me in the Law of Moses, the Prophets and the Psalms." (Lk 24:44) And He said, "The Scriptures cannot be broken." I think He made it pretty clear...after all, He is the "word made flesh."
