Take everything out of the cage, put the bird in somekind of temporary cage, or carrier, or if it has a play stand or something you can put her there. Put the cage in the shower and spray it down. You can also use a vinegar/water solution to clean any bad spots. As far as the wood perches, wet those down too and then scrape them.

Use a gentle cleanser. Vinegar is safe to use, or lemon juice. These are natural cleansers. Dish soap can also be used. Soak and scrub down the tray and the grate on the bottom (if there is one). Rinse very well. The swing, perches, and toys can be soaked in hot water and scrubbed. Make sure the perches are dry before replacing them in cage. The food and water dishes should be soaked in a sink of hot soapy water and rinsed well. Bleach can be used in a very diluted form if desired.

Well, you should first get your bird out of the cage and put him in a temporary cage. Then, take out the newspaper and throw it in the trash. Then, wash the tray. Take out the food and water dishes and run them through the dishwasher. That will make sure there isn't a chance of bacteria getting into your bird's food or water. Then, take the cage apart and wash it with a hose or in the sink, depending on its size. Let it dry, and then put it back together. Put the dry tray back in the cage, make sure it's lined with fresh newspaper, and then once the dishes are done put them back, and fill them with fresh food and water. You can then put the bird back in it's cage! For extra credit, you can give the bird a shower! ;)

You've already got some good advice, but I'd like to add that it's good to have a 2nd set of perches so your bird can perch on 1 set while the others are drying. Also, you can get a perch scraper to make cleaning the perches easier.

Take bird out of cage and put in something temporary, take food tray out and water tray. Get cage outside and hose down with water hose, take a windows spray bottle and spray all over, use a squirt bottle with half and half hot water and vinegar, spray it all over, rinse again with hose. Start to dry up everything and put bird back in cage. Change water and food tray. All done.. Your Bird will love you for this.. He will just twirp away..

this is what i do
and i have a bird for 6 years
get large, cheap paper towels
i get mine for free, i get them from the gas station. (you know the blue or any other color ones? the ones you use to wipe your car?)
you spread them out on the bottem of the cage, then after 2 days, you remove the paper, and and put new ones on the bottom
