Not legally. And most of the time employers etc are more interested in convictions than arrests. In many states they can't even see arrests.

Not for the ordinary citizen. We can if you are on on parole or probation with an SRF. I do it all the time. If the parolee is a *** hole I slam him in the SRF entry . If he's cool, I have that entered into the SRF.

I suppose it's possible and there could be people in law enforcement that would use their power to do something like that. They would be a small minority though
