Is this a 3 inch pipe stubbed into a larger pipe or a 3 inch or smaller pipe stubbed into a 3 inch pipe?

What kind of mechanical or thermal stress will it have?

Just knowing what a code might require is not always the full answer to a piping design question. Providing reinforcement equal the amount of metal removed for the stub-in is usually the minimum required by most codes but that is for pressure containment only.

Make it the same thickness as the pipe wall and 7" in diameter.
