It's another "friendly" term for a back yard breeder or puppy miller some people like to use.
I laugh every time I see it. It's one of those things where you had to be there at the time to understand the story.
There's a whole list of Holly-related things from what I've seen... People who have been here awhile are rather creative.
Suffice it to say, you don't want to be considered a Holly.
EDIT:
I don't know why I got a nasty email from some person. I wasn't bashing any person. I have never mentioned any person by name in any of my posts and I have never participated in this. I just answered a question. GROW UP.
I just stated what I've SEEN. As I said, if this offends you, GROW UP and get a life. Leave me out of it.

I believe it is another name for puppymill.
ETA:
I do not see this question as an insult to anyone. The person asking the question says they have seen the term used and wanted know what it meant.
I am not insulting anyone, I have answered a question that was asked and from what I have seen people having been using hollymills rather than to say puppymills because for some reason people are offended and say it is an insult when anyone uses word puppymills. I have not recently seen anyone named holly on the boards so I do not see how this can be insulting a member.
To the asker, if your question is removed as a violation contest it and the person reporting it loses some credibility and soon they will be ignored for spiteful reporting.

From what I gather is is NOW the politically correct term for a Puppy Mill person or a person who breeds mixed breed dogs and then gives the cutise names and sells them at horrible high prices and doesn't do and health testing or offers more than a 48 hour guarantee on any of the pups they sell.
Yup that's what I have gathered!
Oh yes term Holly as no connection to Christmas what so ever!

Do you mean "puppy mills"? You are asking this question in pets, so I assume you mean puppy mills.
Puppy mills are "businesses" that pump out puppies with no regard to the female being bred over and over and over. No regard for genetic defects. No regard for where the puppies end up or how they end up. All the people do it for is the money that all those puppies generate. Some are kept in deplorable conditions and never taken care of. It's really a sickening way to earn money IMHO!!!

It is another term for someone who breeds cutsey designer dogs for profits similar to a puppymill, back yard breeder, for profit breeder, shelter filler, etc, with no regard as to what will become of said designer breeds.
Examples of these designer breeds are Shittycacapoos, pugglechis, poochihuauggles, and teacup staffiehuahua frisa's.

I think it is a term used for puppy mills. Every time I have seen it, that is what it is referring to.
And I don't see what is offensive about this question, so I reported that person for being a Troll.

A loser that breeds mutts with fancy names and sells them to anyone with a PAYPAL account. Also known as a "puppymiller", breeding "puppies for profit", "mutts for money", or "doggies for dollars".
Overall, an idiot.
I guess someones feelings are hurt again!!!! Jeez...get a freaking backbone!!!!!!!! Holly has dished it out plenty, so she better be prepared to take some also!!!

It's another term for backyard breeders (BYB's), for profit breeders (FPB's) and/or puppy mills (no abbreviation necessary). I think it has something to do with Christmastime or something.
