The Noahide Laws, or Laws of Noah, are envisioned by Judaism as laws applicable to all human persons, not just Jews.
Homosexual sodomy is clearly prohibited under the laws of Noah as a violation of sexual morality. While violating sexual laws was once punishable under Jewish theocracy, there is no theocratic state today to administer punishments. There remains God's reckoning in the final judgment.
But if by homosexuality you simply mean attraction and temptation, there is no sin in feelings.

Well, Judaism has always acknowledged homosexuality as existing. It acknowledges in the Talmud that some men are thought to be born that way, and even gives advice to wives of these men on their intimate life together as a result. What is permissable but not as a regular practice, by the ruling of some Rabbis back then because of the law against "spilling seed".
I remember learning long ago that the Torah prohibition against homosexual ACTS between *non*-Jewish men was NOT applying to them. Only Jewish men were bound by it.
And that was mainly due to the fact that homosexual acts involve spilling seed, which is akin to murdering the next generation of Jewish children, and is NOT to be done, ever.
For the past ten years or so though, I have been hearing changes. Now it has turned into more of an overall general dislike of homosexuals, even hatred in some Jewish circles, and the issue of spilling seed doesn't seem to be at the forefront of these people's minds anymore - just hatred.
Rabbonim, perhaps Rav Soloveichek even, *may* have ruled that the prohibition against sodomy as included under the subcategories of "no sexual immorality" now applies to Noahides especially, as they are Righteous Gentiles. I believe this is so - someone at least must have, because the Orthodox Rabbonim are teaching this now.
As for women, there are no penalties or punishments laid out in the Torah for women who have intimacy with other women. Women have no "seed" to spill, so therefore was no "crime" committed. HOWEVER, it is considered to be immodest at best, immoral at worst, and is frowned upon by most, and vehemently so by most groups of Orthodox Jews.
In the end I would say that yes, homosexual ACTS are now punishable under the 7 Noahide Laws, as this is what I've seen the Rabbonim teaching for a while now, but it is always best to ask your local Orthodox Rabbi regarding each person's particular circumstance.

I don't know but It is definately a sin for gay men to fornicate under the 7 Rawhide laws.
lesbians may fornicate and commit sodomy so long as they are hot, and there are men watching.

It would probably be considered "sexual promiscuity" or "fornication" - even in instances where it's monogamous and committed. Because, you know, gay people can't get married, so they have no special ritual for magically sanctifying their sex lives like straight people do.
