That would probably be the Jews. The Romans controlled most of the area that was populated by Jews, leading up to the destruction of the Temple in 70AD, but the Jews were and are monotheistic and were there long before the advent of Christianity.

The Zoroastrians, most likely. Greek historian Herodotus wrote about them in 5th century BCE. Since much of Roman culture is adapted from Greeks their first exposure to the idea of monotheism would be through that.

There's some evidence that they are the first monotheistic religion.

Judaism was the world's monotheistic religion, and the Romans were at times extremely supportive - and at times total oppressors.

To those that have answered Christianity - wrong, I'm afraid. Jesus was Jewish, Christianity didn't develop until quite some time after he was killed by the Romans.

I believe it was the Christians under the Apostle Paul. When he began preaching to the early people of his day. He also wrote follow up letters to the early churches once they became established known as the Pauline letters. Some of the early Romans converted to Christianity through the influence of the Apostle Paul before he was imprisoned and executed. They in turn, influnced even the Roman Emporer, Constantine in the 3rd Century AD.

Constantine inculcated it into Roman society, but the Roman hierarchy was well aware of it before then. They knew the Jews were monotheists, and they knew the early Church was as well. That is why Christians were persecuted and put to death by the Romans, they refused to acknowledge their pantheon of gods. They steadfastly proclaimed that Jesus is Lord.
