im 16 and my plan is to get my eagle scout my the end of next year, go to a university, and then join the Navy to become a helicopter pilot, what are the steps for doing that in chrono order please lol ex..... physical test,traing etc.....

Get your college degree.

Taking ROTC in college will help.

If you take ROTC, then you don't have OCS.

Submit your OCS application.
Submit your flight school packet.

Pass the flight physical.

You will find out if you are accepted into flight school before OCS.

Attend OCS
Attend Flight School.

Be assigned to a Unit.

Math, physics or engineering majors have a better chance.

Here is an idea for you, sit down with an Army or Navy recruiter and ask them. They get paid to help people figure that out.
