In the common case as here in PuertoRico you can translate it as follows:

"You don't say!"

It is when some one tell you something and you in a way want to be surprised or not believe what they said because you want details so you say "No me digas". or in English "You don't say".
Example:
You are talking to a person and they tell you that they hit the big lottery prize. So they say,
"Me gane los millones en la loteria tradicional ya voy de vacaciones".
Since you do not realy believe and want to know the nunbers that won, and all details you say in a surpised tone way:
"No me digas!"
You don't say!"

Well, in Portuguese it means ''say that''. >> Diga que o bolo estava gostoso! >> Say that the cake was delicious! But as I can see from the anwers above, this expression has exactly the same spelling and the same meaning in Spanish.

Literally yeah it does mean "don't tell me" but you could also say something like "no way" if you want a more precise meaning to the translation.
