Pacifism assumes that the aggressor has a conscience and will listen to reason. In effect, pacifism works only when the aggressor is a pacifist - that is, never!
That was the problem with Vietnam, which was a Bhuddist nation when the French army came in the 19th century. They tried reasoning, but the French had no conscience.
It took them almost a hundred years to learn that if you want to get the white man off your back, you have to pick up a gun and go into the jungle and fight until the French or the Americans
figure out that you are not going to take it anymore and it's not worth it for them to try to put a collar and a leash around your neck.

You are asking about the subjective intent of people who died thousands of years ago? That is an impossible question to answer.
Both Paul and Peter seems to suggest that the State has the right to use force to enforce justice. There is also the numerous examples of Old Testament Israel going to war with God's consent. So I suppose that the Church fathers realized that total pacifism was not called for in the Bible.

I once saw a very interesting fictional movie, the 1956 "Friendly Persuasion" starring Gary Cooper, about Quakers trying to remain true to their pacifist convictions during the Civil War.
I personally am not a pacifist.

If you have the strength to fight back and don't thats pacifism, its a personal choice. However you are morally obligated to protect those who cannot protect themselves, like children. So if there is a group of people wanting to kill your children, you don't wait for them to do it and them take them to court. You protect your children by fighting the enemy wherever they are, and whenever you are able, even if they are hiding behind their own children.
