I am guessing that the School Board has a rule (not law) that requires passengers to have specific seats on the school bus. This helps in case of an accident where the passenger cannot answer questions. It also makes it easier to identify those who are throwing things out the window or harrassing motorists.

I do not know of a specific law that says passengers must have an assigned seat. The bus driver is ultimately responsible for passenger safety. I would say that the law would require that if the driver assigns seats then you must comply.
