People perceive that it is a victimless crime. Without a physical item being stolen, the owner of the content is not deprived of a physical item.

1) John stole Mary's bike.
2) John copied Mary's application

Only one bike exist so Mary no longer has the ability to use the bike. The application can be copied exactly without depriving Mary of the original. Mary does however lose the potential for a sale.

Other reasons:
- Software pirates don't believe they will be caught.
- Software vendors will easily make money from corporate sales.
- Software pirates will "try" the software and buy it if they feel it is worth purchasing.
- Software is too expensive (although many people could afford it, they just choose to spend their money elsewhere).


The list of reasons goes on but those come to mind right now.

Many people feel that the cost of software outweighs the benefits that they're paying for.
