Will the logic zero of nand gate (0.25V) cause an output when connected to a 741 opamp?

The Op Amp doesn't care where the voltage comes from, it will treat it like any other analog voltage and amplify it. Depending on how you have the OpAmp circuit configured (inverting amplifier, non-inverting, open loop) there will be some output from the Op Amp when you put 0.25 volts on the input.
