K bear has given you the best place to go to - the Department of Immigration website.
Go to the Australian Embassy in the US and apply for the visa - with your country's passport. You will be coming to Australia as a citizen of your country NOT as a US citizen.

In short: Yes.

It doesn't matter what your country of origin is. The Australian embassy is there to serve Australia's interests, whatever your nation of origin.

Several years ago I was working in Australia (I'm American), and, at the airport, about to depart for a vacation to Asia, I was told my visa would expire and I wouldn't be able to come back to collect my things before returning to the US, as I'd planned. I was told to go to an Australian embassy at my destination to have a visa reissued. I went to the Australian embassy in Bangkok, and they gave me a tourist visa to return to Australia (even though I'm not Thai.)

Anyone can visit any Australian embassy. They are there to help. It might be easier to get a visa online from the Department of Immigration and Citizenship at http://www.immi.gov.au Check the site anyway, there is a lot of good information there.
