Any gun will kill a deer. It doesn't sound like you want to go deer hunting you just want a loud rifle. From what I understand about hearing disability even tho you were born deaf you must be able to hear something. If you continue to "love loud" noises you will soon have NO hearing at all. And from my experience "0" noise is not all that great. Just buy yourself a stereo with BIG woofers and move to a location where you have no neighbors.

If you're interested in lever actions, I can recommend my all-time favorite, the Winchester model 71 in 348 Winchester. It's been out of production for a half century (except for a small run of copies Browning made I think around 1985), but there are a few on the market if you hunt around for them.
If cost constraints aren't a major problem for a bolt gun, then there's no sense in worrying about the best out of the box. (Of the rifles I've bought, though, the one I had to work on least to get where I wanted it was a Sako 75). You have your choice of custom and semi-custom makers who'll give you exactly what you like. And there's no reason to even talk about powerful deer cartridges. Deer aren't that hard to kill, and modest cartridges like 7x57 Mauser are more than adequate for almost any application. That, by the way, is my favorite deer cartridge, though like everybody else I have a couple of the big bangers and have used too-powerful cartridges on deer, like 8x68, 9.3x62, and even a 500 BPE double.

If you like loud sounds, then look into a .270, 30-06 or 7mag by Browning. You can get Browning rifles with the BOSS System on the end of the gun. This system gets rid of the kick but makes the gun sound like a .50cal. I mean loud. I have the .270 with the boss and it makes a normal 700 sound punny.

Well, I love it when they say cost is no object!
I saw a Kimber in .375H&HM a while back and got jealous....what a nice rifle. Take a look at my first 2 links....
The CZ 550 is also very nice in .375, or you can go bigger to .416 Rigby and .458 WME
Of course, you need a nice rugged scope up there, Zeiss, Leupold, etc.

I really like the .30-378 Weatherby. It will take down just about anything and has an outstanding range. The only down side is the cost of the shells.

how about a custom double rifle in oh lets say 700 Nitro I believe that is about as big as you are going to get
or you could go old school with a 4 bore double rifle

The 30-06 is all you would ever need to hunt any game in North America because it is more versatile and has a broad range of bullet weights to choose from.*When you have a 30-06 you don't need any other Rifle.*

You will get as many answers as there are calibers but the .270 is a good gun. The 30-06 with 165 grain nosler partitions or ballistic tips are very good as well. I have taken several deer with a .338 with 225 grain nosler partitions. This is my elk load but it has knocked two deer off their feet at over 300 yards.

I know a guy who uses a State Arms 50 BMG for hunting deer.For many years my father used a 460 Weatherby Mag most people would say these are too big for deer.

Please define what you maen by the "BEST" ? Do you instead mean the most practical, the best in quality of manufacture? Bolt Action, Semi-Auto,Double Riflke? These are all questions that need to be answered in order for us to give you opinions.
I can tell you that Browning is a good rifle but far from the top of the list of "Best" guns in the world...Please advise.
