Yes, blackpower guns and muzzleloaders are not controlled under the Gun Control Act of 1968. They can even be shipped through them mail to non FFL dealers. However states like NY will not allow them to come into the city, and if caught with them you will do some jail time.

I just got one by UPS the other day and I have another coming in a couple of days. They are not regulated and are freely shipped to any of the 50 states. But there are concentration camps such as Washington DC and California that do not allow the inmates to have anything that looks like a gun.

YES...New York is of course the exception. You need to be 18 years of age to legally purchase one .No "license" required.

there may be city or state laws to the contrary, but
there are no federal laws prohibiting...

Well, not only do they not require liscenses, they can auctually be shiped through the mail without any paperwork, even multi shot ones!
