It sounds like this affair will not be extremely formal so for the rehersal dinner plan on wearing some decent slacks and blouse. You may want to ask the bride and not your brother because even thought your brother will be there, it is the "brides day" so she has a vision of how her day should look and what people should wear. If she doesn't have a preference then business causual (slacks and shirt) will be fine for him for the wedding and you should wear a nice dress. Be careful not to up-stage the bride (don't over dress where it calls attention away from the bride.)

Unless its on the beach or something, but that is too casual...You can wear a cute cocktail dress, not too dressy and not too dressed down. If its dressy than you can dress it down with a pair of flat/kitten heeled shoes or sandals. Of if its too dress down you can do the opposite, wear pumps to dress it up a bit. But you want to look great because its your brothers wedding so people will look at you too. Just be creative and look great with with it!

A good in between dress for your boyfriend would be dress pants with a shirt and tie, but no jacket. For you, a tea-length dress or dress pants and nice top would work... I dont think you will be "under dressed"
