A reverse cell phone lookup service I have used is http://reversephone.toptips.org

Enter the number in the system and they will tell you a lot of informations about the phone number and the person who owns it.
If they have extra details you will have to pay for the report.
Free reverse phone lookup sites generally don't provide anything interesting. To get further information, money will have to be paid. The free searches do not provide much more than what can be found through the phone book.
The best thing is that you can get informations about anyone!!

She's FROM Lifford, but you don't say where she is now. If still in Lifford, see if you can find a local connection to look up the phone book for you, or if she is still at high school, do a yahoo or google search for Donegal schools and ask if they would pass on a message to her. Do a search for Donegal parishes - if one is listed from Lifford with contact info, they too may pass on a message, though I'd be surprised if anyone would actually give you her #.

directory enquiries (11850, 11890, 11811). They shoul be able to give you any number you want. Oh ye and be warned the call will cost like €2.00 to connect and about 50c for every minute you stay on after that. (11890 is the cheapest but not by much)

Use the online telephone directory, which is www.goldenpages.ie. Click on 'residential listings' and enter her name and the town she lives in. You might have a bit of luck and find it, failing that you might get a relative.
