Most animals not treated regularly with a veterinary product will have fleas. Have a comb through her fur with a flea comb - and black specks (flea dirts) around? Has she got dandruff at all?
The only things you can really try yourself are flea treatment and bathing with a moisturising dog shampoo. Other than that you need a vet's help, especially if the dog's skin is at all red, or any bare patches appear.

It could just be dry skin. That can cause dogs to scratch all the time, try getting a quality shampoo for her made for dogs with dry skin. Also if you haven't already have her checked for allergies, because sometimes allergies can cause dogs to itch alot as well

It might be a nervous habit. Also, try buying a shampoo with tea tree oil in it, and giving her a bath. Although she might not have some obvious skin disease, it could just be an irriation. My dog was itching like crazy and a tea tree bath worked wonders, turned out he was just a bit dirty.

My dog has been doing this alot lately also. I know he doesn't have fleas and also does not appear to have any skin problems.
I wonder if it is mosquito bites! We have had horrible flooding here in WI and the mosquitos are HORRIBLE. If you are outside after dark they litterly swarm you.
I also own horses and they are COVERED in bites even though they are brought in every night and are sprayed all the time.
I know I am covered in them also and am itching all the time!

TAKE THE DOG TO THE VET!!!!!! Ther's no excuse for you to not get a pro opinion. It only cost me $20 to figure out my Chi. had an allergy to grass. It will save me a million in the long run.
