This is so bad that, even in summer, he wears gloves in bed and has the heated blanket on to try to warm his feet. { Notice the try } He has Diabetes 2 but his fingers and toes feel warm to the touch so it is not a circulation problem. His life is being made miserable so any sensible recommendations are welcomed

This is a common symptom of diabetic peripheral neuropathy. Peripheral circulatory issues are also common in diabetics, and feeling for warmth is not an accurate assessment of this condition. The feet can feel warm to the touch and still not have appropriate circulation.

But this is most likely neuropathy.

Home treatment would be alpha lipoic acid and B-12 supplementation. Of course tight glucose control is the first thing attempted and diet and monitoring, plus taking the medications properly is key.

Medical therapy would be aimed at improving the symptoms. It would be primarily anti-depressants and anti-epileptic drugs. The most commonly used medication for this condition currently is called pregabalin (Lyrica in the US)

I have a non diabetic neuropathy condition and all the gloves and blankets don't seem to help, except maybe psychologically.

It sounds like he may have some neurological damage to his extremeties. A lot of diabetics will develop neuropathies such as this...there are medications that could help him. He should consider seeing a neurologist for testing.
