"Does not sin" means does not practice sin. "and he cannot sin" means and he cannot practice sin. Someone who is born of God hates sin and hates it when he does it. Keep reading the book of 1st John. It tells you that he who says he sins not is a liar and the truth is not in him. It also says that if anyone sins we have an advocate with the Father who is willing to cleanse us of our sins.

Whosoever is born of God doth not commit sin. The thought is that he does not live a life of sin. The spirit born of God, the new creation, does not sin, and cannot sin and remain God's child, but sometimes the old nature revives and for a moment exerts its power.

You have taken one verse out a letter of five chapters. I believe you will find your answer in 1 John 5:13-20
13I write these things to you who believe in the name of the Son of God so that you may know that you have eternal life. 14This is the confidence we have in approaching God: that if we ask anything according to his will, he hears us.
15And if we know that he hears us—whatever we ask—we know that we have what we asked of him.
16If anyone sees his brother commit a sin that does not lead to death, he should pray and God will give him life. I refer to those whose sin does not lead to death. There is a sin that leads to death. I am not saying that he should pray about that. 17All wrongdoing is sin, and there is sin that does not lead to death.
18We know that anyone born of God does not continue to sin; the one who was born of God keeps him safe, and the evil one cannot harm him.
19We know that we are children of God, and that the whole world is under the control of the evil one.
20We know also that the Son of God has come and has given us understanding, so that we may know him who is true. And we are in him who is true—even in his Son Jesus Christ. He is the true God and eternal life.
Just because you are "born again" does not mean you will lead a life free of sin (see John 8:1-11). But because you have "Christ in you", you are a daughter/son of God and the evil one has no power over you.
Answer: You will see that verses 1 John 5:13-20 give you context where 1 John 5:18 clarifies verse 1 John 3:9.

This scripture refers to all who been faithful to God and His commandments without backsliding. 2 Peter 2:20-22 describes the fate of the backslider,
20. For if after they have escaped the pollutions of the world through the knowledge of the Lord and Saviour Jesus Christ, they are again entangled therein, and overcome, the latter end is worse with them than the beginning.
21 For it had been better for them not to have known the way of righteousness, than, after they have known it, to turn from the holy commandment delivered unto them.
22 But it is happened unto them according to the true proverb, The dog is turned to his own vomit again; and the sow that was washed to her wallowing in the mire.
However for those who are saved and remained faithful, in spite of an occasional sin which they repent of, remains a born again Christian in the sight of God.

A person who has been born again in the Lord is so very God concious and God alert that doing something blatantly sinful would not happen.
They would only do things the perceive to be acceptable unto the Lord.

I think what that particular passage means is that whomever has been born of God cannot sin and not be CONVICTED of it.
People who live in sin, sin all day and don't even know what they're doing is wrong. But when you're born of God...you have his Holy Spirit inside of you....that acknowledges what sin is...
ad when you have been born of God...you have no choice but to move away from sin because you are a new creature in Christ who has put on the "new man" and are removed from sin. The scripture says "Whom the Son has set free, is free indeed." (John 8:36)This means you are no longer held captive by your former sinful nature that you clung to in your former life without Christ. And Because Christ has washed your sins away with his death and and your acceptance of his death and resurrection makes you saved.
And the more you grow in Christ the further away you move from sin.
But a lot of things have to be looked at in their context. :)
Some people may read that and think they're incapable of sinning..when actually the very air you breathe is infested with sin. but God has prepared a way out for you. Through believing his son Jesus and receiving his salvation.
And sins power in your life has been broken.
There is therefore now no condemnation for those who are in Christ Jesus. (Rom.8:1) And that is exactly what that means.
Rom. 8:2-3
2 For the law of the Spirit of life [which is] in Christ Jesus [the law of our new being] has freed me from the law of sin and of death.
3 For God has done what the Law could not do, [its power] being weakened by the flesh [the entire nature of man without the Holy Spirit]. Sending His own Son in the guise of sinful flesh and as an offering for sin, [God] condemned sin in the flesh [subdued, overcame, deprived it of its power over all who accept that sacrifice.
So don't worry child. As you come to know Jesus more and more each day...you will be blessed to find out you are actually totally and undeniably freed from sin! :)
You just have to walk after the spirit.
Speak those beautiful good things into your life and you will have them.
Say you are fearfully and wonderfully made in the likeness and image of God. And you are the righteousness of God. :)

If one is baptized into Jesus, then ones sins will no longer be remembered and if one remains in Jesus (God) any and all future sins will be forgiven. Therefore, no sin will be remembered. It does not mean that a person will not sin because of the human nature of man but through the blood of Jesus there is a continually washing of the sins.

Because IF a person is truly saved, God agrees not to impute ANY past, present or future sin to that person. If we could "stay saved" by completely abstaining from sin, then we are saying that our actions play a part in our salvation -- which is incorrect. Only God can save us. We are therefore saved by FAITH, and not by WORKS. Even Paul admitted that he was a sinner, prone to commiting sin. But he trusted God to do what He promised: to not hold him responsible for sin and instead put the burden onto Jesus.
This entire concept is discussed at Romans 4, particularly here:
5 But to him who does not work but believes on Him who justifies the ungodly, his faith is accounted for righteousness, 6 just as David also describes the blessedness of the man to whom God imputes righteousness apart from works:
7 “ Blessed are those whose lawless deeds are forgiven,
And whose sins are covered;
8 Blessed is the man to whom the LORD shall not impute sin.”

Everyone sins. We as humans cannot escape that fact. We as christian if we are to remain true to the word not sin willingly and deliberately. I know many Christians who have no problem with drinking and having sex before marriage and they will tell you they are just human and everyone sins. That is not what the bible teaches. If we profess to be christian and then willingly willfully commit such acts and lean on God's forgiveness, there is no more sacrifice for us and we are not in God's grace.
When we do stumble and fall and commit sins we should get on our knees and as forgiveness and strength not to do that anymore. but to sin and not feel bad about it and tell others we are forgiven, is just plain wrong.
We as Christians are the light of the world and people see God and Jesus in us and if we willingly sin our light is dark and non existent. For the unbeliever we try to reach will curse God due to our actions.

A habitual sinner is a child of the devil, while a child of God, who by definition is in fellowship with God, cannot sin. Seed: Christ or the Spirit who shares the nature of God with the Christian.
