I know that I am guilty of being long winded, I guess it's because I like to give examples or shape poignant stories to illustrate my point. I also think that in most cases, there are usually no simple one yes or no cover all answers to a question.
There are also questions asked which are so vague, and so ill conceived that in order to give any kind of cogent response, you have to qualify your response by setting parameters of what you are responding to - even though none are actually given. In other words I am trying to be polite & helpful in responding to a question that is poorly constructed, no punctuation, gramarically a nightmare, and almost incomprehensible as to subject. So my considered response to those who really want a short & sweet reponse is - go get one of those "Magic 8 Balls" that has a window in the bottom that you shake, turn upside down, and an "answer" magically appears to resolve your inquiry.
Example :
Question: Like I really, like this guy like i saw at this really kool like party and he loked at me. but I think, maybe he like looked was looking at my girlfriend's butt maybe, so like do you like think he likes me and what shoukld i like do to see if he likes me of just big butts?
Magic 8 Ball Answer: "You might want to sit on this one".
There you go.

Well, let me begin by saying that some do answer with long answers but alot just keep the answers fairly short. I know my experience has been to get the normal 2-3 line answers and that is fine with me because most of the time, I'm just asking a question that I want a quick answer to but I don't always specify that I want a short answer so for many they take the opportunity to give me these really long answers to a question that really could have been answered with a short answer. Some people may not have no one to talk to so they use this site to vent and I do believe that there are many on here that consider many of the other yahoo answerers, to be their best friends and they have to talk with them daily through the question and answer process.,,,,,,,What was your question?

I'm one who sometimes gives long-winded answers. I don't care if I get best answer or not. They usually end up being long so I can fully explain my answer. In person, I'm not as big a talker, mainly because I'm not one to talk over people. If I'm cut off, I can't just continue speaking. I was always taught that it was rude to interrupt other people, and unfortunately, that stuck a bit too much.

I find most of the long answers are just copies from Wikipedia or some other web page.
Most of my answers are short and to the point. But I tend to be very talkative (social) in person. My longer answers are for more complicated things (how to fix it for example can be long.)

Sometimes I give long answers...sometimes not. It has to do with the ability to get my point across. I have to judge if being more detailed will be beneficial to the poster or not. Also, sometimes they ask many questions in one post and answering all of them takes space.
