A sign of his apathy at best, disfavor at worst.
If someone dies of thirst in the desert when God clearly could have made it rain, obviously God didn't care enough to save that person from an agnonizing, fiery death.

It's not just 'rain' that is a blessing but 'weather' ... even the weather that causes 'disasters' and makes crops 'fail.' We were put on this planet to LEARN ... and learning means that we must 'figure out' how to handle the 'rough spots' as well as how to 'share' when the times are good. It's much easier to be a 'giver' than it is to become a 'receiver' ... so whether it is 'rain' or 'drought' we need to 'sit and think and pray' for 'help with our homework.' We have 'a real job' to do when we are all in Heaven ... so we need to be 'good students' now and learn. Your question was an excellent one ... it shows just how 'incorrect' some people are about 'God' ... and about the 'weather' problems we are currently having due to global warming. They all 'come from God' since he 'created us' ... but we, the people, have 'caused the weather to change' ... and we may be TOTALLY DESTROYING our planet through those 'good changes' we thought we were making. Think about it!

everything is a blessing from God. The problem is that we see it from our tiny perspective and therefore are caught up with dualities - good and bad. What is good for one is bad for another. But all this is mental concoction. Whatever God does is for the best.

A reminder from God to appreciate the rain, and don't take life for granted.

Too much rain can ruin a farmer. As a matter of fact, it wouldn't stop raining this year until mid-July and it devestated my crops.

God meant for all things to be and so be them. Disasters and all kinds occur for the rejuvenation of life. Things die out, then rain, life, falls and happens again. Such is life-so come so goes and so it happens.

Drought is a great lesson for mankind, to further our understanding of what "lack of Faith" will bring upon us!

We take the "good" with the "bad". See Job 2:10.
