God created everything that we see and don't see, and it was perfect. He created man in His own image to fellowship with him. The one commandment that God gave to Adam and Eve was to NOT eat of the fruit of the tree of knowledge. However, they did and sin entered the world. God did not create sin, man did through disobedience.
Sin is eternal separation from God because He is righteous and holy. God does not send people to hell they do that themselves because of their disobedience. Hell was created for Lucifer (Satan) and the third of the angels whow also rebelled against God. Isaiah 14:12-15 describes the results of Lucifer's (Satan) rebellion; " How art thou fallen from heaven, O Lucifer, son of the morning! how art thou cut down to the ground, which didst weaken the nations!
13 For thou hast said in thine heart, I will ascend into heaven, I will exalt my throne above the stars of God: I will sit also upon the mount of the congregation, in the sides of the north:
14 I will ascend above the heights of the clouds; I will be like the most High.
15 Yet thou shalt be brought down to hell, to the sides of the pit."
We have to choose who we will serve just as Joshua: in the 24:15 chapter of Joshua, " And if it seem evil unto you to serve the LORD, choose you this day whom ye will serve; whether the gods which your fathers served that were on the other side of the flood, or the gods of the Amorites, in whose land ye dwell: but as for me and my house, we will serve the LORD. "
We have a choice because has given us all "free will" or the right to exercise whatever we want to do. Sin is NOT powerful enough to stand against the will of Almighty God! But sin is powerful enough to send us to hell!
There is a choice to be made. To live for or against the will of God. Choosing to live for God means repenting of all sins, baptism in the precious Name of Jesus Christ (Acts 2:38) and being filled with Holy Spirit. Having repented does not mean that we won't sin ever, but 1 John 2:1 tells us, "My little children, these things write I unto you, that ye sin not. And if any man sin, we have an advocate with the Father, Jesus Christ the righteous:" He and He alone is our mediator according to, "1 Timothy 2:5 "For there is one God, and one mediator between God and men, the man Christ Jesus;"

If we could not sin, we would be of no use to God, he created us, because he was tired of the angels who took his every command and provided him with nothing; but his every need. Sins are not sins, just rules, rules are fun, especially when you see how far they can bend without breaking. This is dangerous for people who like to break the rules though. Not for the ones that love rules. The reason we have these rules is so we do not destroy each other. God knew what he gave us and he knew how each bit of it would interact with others. So he made the minamum amount of rules, he had to so that we could keep from destroying ourselves and the people around us

You could say that God is allergic to sin. He has zero tolerance for sin.
Basically, sin is violating the very nature and character of God.
For instance, God is Truth, so telling a lie is a sin.
God is Faithful, so being unfaithful (such as in adultery) is a sin.
God is Life, so murder is a sin.
Etc.
As to why God didn't create us such that we would not be able to sin, God already has rocks. God wanted "children" - people in HIS own image.
Because God has a free will, and because we were created in His own image, that means WE have a free will.
God governs the natural world with laws that control things by sheer force - gravity, light, etc.
These are rule of nature and statements of the way things are. It is all based on cause and effect and action / reaction. There is always a certainty involved.
God made us with the ability to think ("I know the thoughts I think towards you, says the LORD), to reason ("Come now, let us reason together"), to feel ("I am grieved over your sins"), to know and choose right from wrong ("Choose this day whom you will serve"). So, we are miniature, finite, duplicate copies of God.
And because of the way He created us, He could not force us to obey. What is forced can not be called free, and what is free can not be forced.
So, instead of rules OF action, He gave us rules FOR action.
Instead of certainty, there is an uncertainty.
Instead of statements of the way things ARE, He gave us statements of the way things OUGHT to be.
Instead of forced rules, He gave us consequences. (A rule or law without a consequence is just advice or suggestion), so He gave us rewards for obedience and penalties for disobedience.
Furthermore, the penalty must equal the crime. Because sin is - ultimately - a crime against God's very nature and character - ultimately, it is rebellion against God, tantamount (the same as) high treason against Him, and because God is ultimate, the penalty must be ultimate.
I'm sure you must realize that high treason is punishable by death in ANY culture.
So, rather than FORCE us to do what is right, He allows us to make our own choices. We can choose the actions, but we don't choose the consequences for our choices.
So God cries out to us, "Choose Life, that you may live!" (Jesus said "I am life".)
But because we have all broken God's Laws, we are all guilty. But sin pays in death ("The wages of sin is death).
God said He does NOT take pleasure in the death of the wicked. He said that He does not want ANY to perish, but that ALL should come to repentance.
That's why He came to earth and inhabited the child of Mary. This child, called Jesus, was the fulness of God in a physical, bodily form. He never sinned, he never disobeyed God, so He was NOT subject to the death penalty.
This way, because He did not have to die for his OWN sins, He was able to die to pay the penalty for OUR sins. He suffered under the hand of Pontius Pilate, he was crucified, he died, a sword was thrust through his side so he shed all his blood, he was buried, and then the morning of the third day he rose again, thus proving once and for all time that He truly is who He claimed to be - the very Son of God.
But, according to Scriptures, "He who knew no sin became sin for us, so that we could become the righteousness of God in Him."
He paid the penalty for OUR sins so that now God can give the pardon He has always desired to give. All He asks us to do is to admit our guilt, turn from our sins, ask God to forgive us, and allow Him to be the Lord (boss) of our lives, and THEN, He can freely give us the pardon we do NOT deserve.
Please note, that if Jesus had NOT done what He had done, then our guilt would remain ours, and even if we DID repent, etc, God would not be able to grant us that pardon. Our repentance does not earn us a pardon. Rather, when we do NOT repent, it stops God from giving us the pardon that Jesus bought for us.
That's why Jesus said "Whoever believes in the son of God shall not be condemned, but whoever does NOT believe (put their trust in) the son of God has already been condemned."
The pardon is real, the offer is legitimate, but the offer expires when you do.
Right now, He will be your Savior. If you wait till after you die to meet Him, He will be your Judge.
The ball is in your court, but remember, it is NOT God's desire for you to spend eternity in hell that was created for satan and his followers. YOU were designed for eternity in heaven, but He will NOT force you.
God so loved this world, that He gave His only begotten Son, that whoever believes in, trusts in, clings to, and relies on Him shall NOT perish, but have everlasting life.
