This means that so many people know what God expects of them (they hear or are aware), but it's the ones who obey HIS laws and follow & serve HIM that are justified.
So...basically what this is saying is that actions speak louder than words!!

That is just PART of a whole passage. Some people believe ONLY Christians will get to heaven. But Roman 2:12 - 15 shows otherwise and that people aren't condemned for what they DON'T KNOW but for what they DO with what they DO know. Those who know God's written Word and His law will be judged by them. Those who have never seen a Bible still know right from wrong and they will be judged because they did not even keep those standards that their own consciences dictated. Our modern-day sense of fair play and the rights of the individual often balks at God's judgment. But often people violate the very standards they create for themselves.
If you traveled around the world as I have (over 30 countries), you would find evidence in every society of God's moral law. For example, all cultures prohibit murder, and yet in all societies that law has been broken. We know what's right, yet we often do what's wrong. It isn't enough to know what's right, but we insist on doing what's wrong.

This is a quote from the 'SPQR Herald', a newspaper published in Rome from 77 BC until 409 AD. It appeared in an report of the previous day's game between Romans United and Visigoth Vandals, when the latter resoundingly defeated the former by 13 goals to 2. The quote was aimed at the Persian referee for what the paper considered his pro-Vandals handling of the game and misinterpreting of the game laws.

You'll never hear that from an historian, at least not one of any reputation. Debunking Biblical history has become the Holy Grail for a new generation of atheist grad students looking to assure their careers. They are usually called assistant professors, even at retirement. I'm sure you're familiar with the recent discovery of the Tel Dan Stelle, which carries David's name and city. Each year, archaeologists dig up more and more artifacts and manuscripts to confirm the Biblical account ( and not just of Christ) while the atheists stick their fingers in their ears and go LALALALALA. I am glad though, to see that you did not include the passage from Josephus, which if not entirely fabricated, was altered considerably, but you did neglect the lesser known passage from Josephus concerning the martyrdom of Jesus brother James, which is undeniably authentic.

Talking about Christ's Law, Paul is urging that professing Christianity does require works, which includes the 'necessary things' brought over from the Jewish law.
Notice, things like tithing and Sabbath observance are not listed.
Act 15:28 For it seemed good to the Holy Spirit, and to us, to lay upon you no greater burden than these necessary things:
Act 15:29 that ye abstain from things sacrificed to idols, and from blood, and from things strangled, and from fornication; from which if ye keep yourselves, it shall be well with you. Fare ye well.

When the Holy Spirit comes in He writes the law of God in our hearts and starts purifying and refining us. He takes sin out of our lives, one sin at a time until we are ready to meet the Lord.

Paul was telling peole that it wasn't enough to just hear the words. One had to act on what they heard ... be doers.

You gotta DO what you KNOW.
Faith without works is a dead faith. A living faith will naturally produce fruit, or good works acceptable to God.

Disciples make disciples as Jesus stated for his disciples to do, some hear the word and do nothing and some hear and put it into action. Jesus stated go out and make disciples of people teaching them all the things I have taught you. this verse shows action.
