rash and negligent driving causing fatal accidents?

Question

I live in Chennai (a metropolitan city in India). One thing causes me severe pain in my mind is rash driving on road by drivers of various vehicles like two wheelers, three wheelers, cars, mini trucks, buses, lorries and who not? It appears that almost all, once on road, appear to think that they are on a race track. There is unnecessary over-speeding by them causing risk to themselves and also others. During a normal day time, it has become very annoying to drive a vehicle on the road. We come across many reports of fatal accidents due to such rash, negligent and irresponsible driving. Here there are no separate lanes and all types of vehicles use the same road in a zig-zag manner. I certainly feel that many fatal accidents and resultant deaths can be averted if the motorists/drivers behave responsibly and drive their vehicles within speed limits and care for other vehicles on the road. But that doesn't appear to happen. I do not understand why people are so rash drivers?
