The simplest answer to your question is that God is defined as a Creator, not a destroyer. A destroyer is defined as evil.

If God created, then it follows that his creation is perfect, for only something perfect can create something. The Creator must be perfect if anything created is perfect. Anything God creates is 'not broken' because the creator is 'not broken.' Evil can therefore be defined as the absence of perfection, or a brokenness. Since the Creator must be perfect to create perfection in anything, anything not perfect or broken is therefore evil. Regardless of the name of God or Satan, whichever is the creator cannot be responsible for evil because of its brokenness.

I realize this a confusing answer.

God created everything, then he created evil. But satan is a creature, it can not create. Satan was a kind of angel, but its arrogance made God to refuse it from angels.

God didn't create evil! The Scripture says, "What communion hath light (God) with darkness (evil)? What concord hath Christ with Belial?" He did create the POTENTIAL for evil to exist because He wanted man to experience what it was like to love God through OBEDIENCE, not SUBMISSION. Had He not given us free will and the Tree of the Knowledge of Good and Evil, we couldn't make an informed decision about God's love for us, the consequences of our sin or anything like that! With no free will, we're still obedient, but only through slavery, not love!
