Without knowing your skill level its hard to answer your question.
If you are inexperienced, IMO you should take a photography class at your local high school or community college. The knowledge and skill you'll acquire will help you decide what you want to do with your photography. Then you can base your camera choice on what best meets your needs.
If you're more experienced you can make a list of the strengths and weaknesses of your present camera. If there are weaknesses that simply can't be overcome by additional study of your Owner's Manual you can look for cameras that don't have those limitations.
The most expensive, technologically advanced DSLR in unskilled hands will produce mediocre results. A simple digicam in skilled hands can produce magazine worthy photos.

If you're thinking of taking still pictures then do not bother with the compact digicam as the resolution and quality isn't going to be as good (you have to pay a lot more for the resolution but the lens and internals will be optimised for video). You won't have anywhere near as much options as the SLRs for photos. If you want to capture videos however, this is your onlu choice.
As for still pictures, if it's a choice of digital or film it'll have to be digital nowadays. Get a Canon or Nikon DSLR, you'll save on film and can see the picture you've taken immediately without having to have the film developed first. It'll save you on development as you can choose which ones you want printed, and you can take as many shots as you want without extra cost of film.
