Yes! There is a phrase I was taught when I was a shore patrol cop. " Do not confuse your rank with my authority" As a base police officer I was allowed to give orders to any rank as it pertained to the situation and in the performance of my duties. However, this does not give you permission to disrespect that higher ranked person. i.e. The Captain of a ship can give an admiral orders if the situation warrants it and it is in the best interest of his ship and crew. Another example: I was an E-6 on a ship and was given the position of damage control scene leader. as scene leader during a fire or other damage, I had command authority over that area of the ship as far as damage goes. so, I was allowed to give orders to several E-7-E-9s and even 2 officers that were assigned to my repair area. I could go on and on with examples but I think you get the point. Positions of authority can override rank in certain situations.
